3Measures builds community leadership from the ground up
The 3Measures’ community development work in Katutura is steadily emerging as a purposeful force within Namibia’s youth and community development landscape, defined by its commitment to long-term impact rather than short-term intervention.
The organisation operates through a holistic framework that addresses the physical, social and spiritual dimensions of community life.
“We are intentional about building systems that outlast our involvement,” said Raylin Uirab, the organisation’s director.
"Our work is not to create dependence but to equip communities to lead and sustain their own development," he said, adding that "sustainable change begins when communities take ownership of their future”.
Grassroots work
Central to this model is local ownership.
3Measures works alongside communities, equipping young people to take responsibility as agents of change.
This approach is already delivering meaningful results.
Through leadership development programmes, outreach initiatives and community engagement, the organisation is addressing youth unemployment, social challenges and leadership gaps at grassroots level.
A notable example is the Education Information Gap Workshop hosted in Katutura.
After identifying that many young people complete secondary school without qualifying for tertiary education and are left without direction, 3Measures created a platform that brought universities, TVET institutions and NSFAF directly into the community.
“In one day, we connected hundreds of young people to opportunities they did not know existed," Uirab said.
”The challenge is often not a lack of ability but a lack of access to information," he added.
Looking ahead, the organisation is focused on establishing a Youth Enterprise and Leadership Hub, expanding its outreach to underserved communities and integrating entrepreneurship training into its programmes.
“Leadership is not about control,” Uirab said.
“It's about raising people who take responsibility and communicate clearly.”
Sustainability remains central to 3Measures’ vision.
Alongside programme expansion, the organisation is developing income-generating initiatives to support its work and reduce reliance on external funding.
